I haven't encountered any setting that needs a restart to apply so far. 
Probably would need one for firmware updates but those require separate 
commands anyway.

It's not the phone, the configserver UI just has a "restart affected 
phones" checkbox in the dialog that shows after projecting the config 
and it's checked by default.
