The phone's interface (Siemens OpenStage) works by telling the phone
to contact the server, then having the server respond with the commands
once the phone requests them. Downloading a configuration is done by
having the server's command be "write these items to your
configuration", a reboot is done by saying "restart" instead so the
procedure is identical between restart and config update, just that a
different command is sent at the end. The restart isn't necessary for
deploying the configuration. However after projecting the config the
next page in the config web interface asks if you want to restart the
phone aned has that checked by default, it's an unnecessary step for
these phones since the reboot does nothing except add more downtime. I'm
wondering whether the phone needs the reboot option in the web interface
at all if it isn't needed for provisioning so it wouldn't confuse the
user. The only use would be troubleshooting and in that case I could
imagine it being feasible to be physically near the phone anyway.

That is a default setting, and to change it would require a JIRA issue
and agreement with user/developers that this should be "optional".
I (for one) do not find it an issue.
If the phone is NOT subscribed or does not respond to the restart
request in a timely manner, it will show as a failed job in "Job
Status". This IS a design intent.
