and does that registration succeed? If not, there should be a log entry
in the registrar log that says why not.

You're not really explaining what's happening. Try again and follow
these rules:
* Describe your configuration - all components with unique
identifiers for each
* Describe what you expect to happen
* Describe what actually happens and how that differs from what
you expect
* Do not use any pronouns in your description (it's amazing how
this improves clarity)
attaching the merged xml file might help too.
