First, post here *exactly* what configuration information you've put
into the sipXecs web interface, so people can see if you've overlooked
anything.  Also, cut out and post the relevant section of the 7960's
configuration file.

Next, extract all the visible DNS records for the SIP domain that you've
registered for that line.  One way is to run "dig ANY [domain]".
Looking at those records, do a similar dump for any domains they
reference.  E.g., if there are SRV records for the domain, dump DNS
information for the servers that the SRV records mention.

Also, try monitoring all net traffic to/from the phone as it reboots.
That might reveal that it is performing some but not all of the DNS
requests needed to resolve the address of the external proxy.  The point
at which the process stops may provide clues.

If worse comes to worse, contact Cisco tech support.  They're paid to
tell you how to use the product.  ;-)
