If you make is a separate ITSP trunk, then you can set it to only be available to a single phone group. Put that phone into that phone group, and assign the number for that trunk as an alias to that specific user.
The alias will have the incoming call ring at that specific phone, on that specific user, so you can assign that user to its own button. You will have to set a trunk access number for that trunk group, but I think it will work if the other method fails for you.
