Maybe there's a bug in the version of AudioCodes FXO firmware that you're using? With firmware 5.80A.023.006 and "ENABLEVOICEDETECTION=0 (disable)" and "ENABLEEARLYMEDIA=1 (enable)" the outgoing call gets "100 Trying" when it seizes the PSTN line and "200 OK" after dialing the digits. The far end answers and the call is still up after 5 minutes.
