Audiocodes MP1xx devices can do it.
Though i dont know if mwi support is included into sipxconfig plugin for MP.

the ATA has to support it. It's called stutter tone. the ata has to supoort
MWI and subscribe to it properly. when the user goes to make a call their
dial tone "stutters several times to alert them they have voicemail.
