Dig out the manuals for the devices in question, since they are not to be supported out of the box in sipxecs: Linksys RT31P2 and PAP2. Make sure they have the latest firmware. Do a packet capture or at least a sip trace, to determine what the device is sending as its subscribe, and how sipx is responding. You might find it better to jingle the manufacturer of the device for support, to ensure they can assist. You are saying "I get these inconsistent results" with MWI on a device, but you have not offered any testing or comprehensive data to go along with it, so this si why others are saying "With this type of device, this is what I did...". So either start using a supported/supportable device, or spend the time to put together the data to be able to support it seems the most obvious course of action.
