I have a dozen or more households using MWI on SPA2102s with a wide variety of 
consumer cordless and wired analog phones, and I have seen lots of different 
behaviors.  Some analog phones have VMWI functionality, but it doesn't get 
activated.  Other phones connected to the same ATA device do work.  A few 
phones were briefly ringing once every hour or so once I activated this 
feature.  Stutter tones seem reliable though.  

My interpretation is that phone manufacturers do not consistently implement the 
reception of the analog signaling for this feature.  Some of my customers just 
bought new phones and it all started working well.
