As others have already said, pine only comes officially as source.
You can however get an unnoficial pine binary deb package.
It may be breaking the license, but here they are anyway:
http://members.mint.net/frodo/pine/
This archive doesn't work with apt-get, so just download the debs and
install them with dpkg -i.
If you have any issues with Debian, the best place to ask if you can't
get answers here is the debian-user list (warning: very busy list!).
There's an archive for it on www.debian.org and an archive search engine
as well.
