one last comment....
if you
are driving in your car and you goof up and hit the car in front of you, it's an
accident, but you are still responsible it and you are still fined. Same general
principle applies. Accidents do happen, but in cases where accidents cause
damage, you are fined. It shouldn't matter what age you
are.

Another thing wrong with society is people don't want to take responsibility for their own actions or the actions of their children.
it was an accident. parents are suppose to be able to stop these?
if your kid is on the sidewalk skateboarding and hits a bump and his skateboard flies up and hits a passing car is that your fault? should your child be fined because he couldnt avoid an accident?
