if you are driving in your car and you goof up and hit the car in front of you, it's an accident, but you are still responsible it and you are still fined. Same general principle applies. Accidents do happen, but in cases where accidents cause damage, you are fined. It shouldn't matter what age you are.

and yes age does matter. small children do not have a grasp on life and death, whats dangerous and whats not, whats the law and what isnt. you teach a child not to steal and to hurt people and to be polite and such but to expect them to know every possible sceneirio from jumping a dirt pile is a little much.
