I have used TCsketch, was really handy.. but then I decided to do my animatics 
in Blender. I tend to agree, the grease pencil in Blender is probably one of 
the best out there that I know of, specially since 2.73!

Honestly, Blender's grease pencil is way better.
Depending on your needs I'd consider adding Blender to the pipeline: it's free, 
portable, lightweight and the python API is not that bad.
