No.
 
This draft is designed to provide multicast services to DS-Lite serviced 
customers. This is the main mission of the draft.

But, the proposed approach can be applied for any other 4-6-4 use case (as 
defined in http://tools.ietf.org/html/draft-ietf-mboned-v4v6-mcast-ps-00).
