I've been fighting this since I got my CB400F.  As far as I can tell, it's a
compound problem.  Here is my list of causes: 1)clogged return valve/oriface in
the MC.  I don't know how, but if there is any crud of any type anywhere in the
system, it will work it's way up to the MC and clog the oriface.  Just
rebuilding the MC won't do, because there is still the rest of the system.  MC,
caliper, lines (including through the light switch) must be cleaned all at
once. 2) the pivot arm must be lubed and moving smoothly, and the brake must be
adjusted correctly.  If the pivot arm locks, or anything (mis-alignment?)
allows the brake to drag, it gets hot, and cooks the grease around the puck.
It also may expand or warp the puck/ promote faster oxidation. I have been
planning on experimenting with silicone fluid next time I rebuild one of these
brake systems.

I once bled a honda system until the fluid ran clear and still had problems.
When I took apart the MC, it was still full of crystalized
fluid/oxidation/unnamed crap; it looked like beach sand.  The only solution I
know, and it still isn't a 100% guarantee, is to rebuild the entire system,
pivot and all, as clean as possible.
