One of two things would happen: 1. The hijacked relay wouldn't pay it, so the spam wouldn't be delivered. 2. The hijacked relay would pay it, and would shortly find itself out of money (with the ability to sue the spammer for actual damages). At the worst, that would strongly encourage people not to run open relays with bank accounts.
