Erroneously?

The address you sent that message from is owned by bellsouth.  If
bellsouth declines to remove spammers from its network (which has
certainly been the case in the past, and I haven't seen anything about
them changing that policy), then a listing of some or all of
bellsouth's address space is not erroneous.

Anyway, what is "some progress"?  Is the listing still there?  (Are
Bellsouth's cartooneys shining you on about removal?)

I strongly doubt they have any way to contact SPEWS other than by
posting in news.admin.net-abuse.email.

They say that they'll list IP space owned by spam-friendly ISPs, and
they do list IP space owned by spam-friendly ISPs.  That seems quite
responsible to me: they do what they say.  ISPs that publish Terms of
Service that say spamming isn't allowed, but fail to act against
spammers when complaints arrive, are the ones who are irresponsible.

If you choose to buy service from an irresponsible provider, you
shouldn't be suprised when others decline to allow connections from
your servers.
