Just as an aside, does anyone have any data from insurance companies about the number of times in the past 5 years someone has accidentally broken a sprinkler in an operating telecom or data room? In the past 10 years? I agree it should not be based solely on the costs of the installed system, but some kind of logic concerning the added value of the PA system based on known losses would seem appropriate. And I'm not sure I would consider total replacement of servers as the only course of remedy if they got wet.....submerged maybe.
