2006 and 2003 LSC in New Hotels allows longer
travel distances (28.2 5.3 and 28.2.5.4 refer us to
28.3.5.1) for sprinkler systems conforming
to NFPA installation instructions.  Sprinkler
installations conforming with NFPA 13R
are legitimate trade-offs for shorter travel
distance when the hotel is 4 or fewer stories
(28.3.5.1 refers us to 28.3.5.3)

besides allowing trade-offs, NFPA 13R IS
intended to be part of a life safety system.

of COURSE bucket tests are not the COMPLETE
answer. but they ARE a zeroeth order, lets see if
the system approaches working status, answer.
