I did a tenant fit up in a mall with a similar situation a few years back. FM was the insurer. I was told that unless the obstruction rules in 13 (or 2-8N) could be met, we had to sprinkler beneath. In my situation, we sprinklered below them. (I'm assuming that CRU is commercial rental units or something similar)

My first solution was to space the sprinklers on both sides of the valence
(CRU side and mall side), so that they cover up to the centre-line of the 26
inch wide valence. However, the sprinklers on the CRU side will change for
tenant renovations, and the mall owner will not be able to enforce the
tenant to provide coverage beyond the lease line. Hence, the sprinkler in
the corridor side has to cover up to the lease line. Are the sprinklers in
the corridor unobstructed due to the valence being more than 18 inches below
the sprinkler deflector, or is the valence an obstruction, and possibly
requiring sprinklers below the valence?
