Sorry, CRU is commercial rental unit. The corridor sprinkler has to cover up to the lease line. So for all practical purposes, it could be considered that there was a wall at the lease line, and the valence was protruding out from that wall. Will the valence be an obstruction (per NFPA 13) as it is more than 18" below the sprinklers? To exaggerate, if the ceiling was 20 feet high and the 26" wide valence was at 8 feet above the floor, would you consider the valence as a potential obstruction? This could happen if there is a shelf along the wall and the sprinkler at the ceiling level is very close to the wall.
