Well, that's a lot of fancy words that don't say non-combustible.  

Some pipe won't sustain combustion without direct flame impingement, so maybe 
that's what they meant when they said it wasn't combustible.  But it also won't 
retain it's shape and when that occurs you have a breach in the rated wall.

Easiest thing to do is if you have to go through a rated wall, transition to 
steel and fire caulk it at the penetrations and be done with it.  Why debate it?

The flame spread and smoke generation characteristics of TempRite CPVC 
materials have been evaluated by Underwriters Laboratories, Inc. (ULI), 
Southwest Research Institute (SWRI), and Factory Mutual (FM) employing a number 
of recognized test methods.

ULI evaluated TempRite CPVC for flammability in accordance with UL 94, which is 
used for determining the flammability of plastic materials used in the 
components and parts of finished products. This test measures a material's 
resistance to burning, dripping, glow emission and burn through. CPVC has 
achieved the highest rating available within the scope of this test of V0, 5VB 
and 5VA.

When I called Lubrizol they indicated that the cpvc should be considered 
non-combustible UNLESS I totally misunderstood them (very possible this 
week).
