Ron, I don't see it just for fun either, I believe it is in case of error, 
not intentional harm.  And I have never seen a Fire Department reset a DPV, 
so having them there would solve what?

If the FD attaches to the system in any configuration the system will
be filled either by the FD itself (if above the DPV clapper) or the
pressure from the FD will trip the system (if the FDC is below the
clapper). In both cases the system will fill and if heads are open
they'll discharge at whatever pressure the FD wants (they have the
pump). And if the FD is there I really don't care if the alarm goes
off or not. I don't see anyone filling the system from the FDC just
for fun.
