If the Fire Department pressurizes the FDC - mistakenly - of a DPV that is 
not tripped the water will not flood the system piping it will be held back 
by the set DPV.  If the FDC is connected above the DPV, the system can be 
filled with water without sounding an alarm and the system can be left in an 
inoperable wet state.
