Your reason for heartburn is the same reason that the esteemed Mr. Greenman 
started to talk about the goals of Residential Sprinklers.  

But the goals of residential sprinklers ("just" life safety) go out the window 
when you make that sprinkler throw twice the water for which as it was listed.  
So maybe the "small room effect" can happen and still meet the goals of NFPA 13 
even with Residential Sprinklers.  Perhaps a residential sprinkler can still 
spray water very high on the wall and provide "control" and "property 
protection" in a small room as it throws twice the water.  Perhaps a room that 
is small enough to contain the heat of a fire and quickly activate sprinklers 
before the fire grows too large would still allow a residential sprinkler to 
utilize the "square footage allowance" that applies to standard spray 
sprinklers.  And maybe the important "life safety goals" would still be met 
too!  Hmmm......
 
So a guy named Jack said, "Yo Committee Dudes!  Let's allow this.  You know 
that's what you meant."  And all the Committee dudes said, "OK, we can do that. 
 We'll put it in the annex with the other explanatory stuff."
 
Then a guy named Ken said, "Whoa dudes..... that's cool stuff, why don't we put 
this in the rules instead of in the freakin' back of the book??"  And the 
Committee dudes said, "Whoa....kewl idea!  Jack was right!  And yer right, too! 
Let's DO IT!!!!"
 
So I am gonna write a book on Calc's called "Dude, Be the Water!"  whadya 
think?!?!
