I've been told that Code trumps Standard.

What 8.1.1 is stating is that WHEN the Building Code requires sprinkler 
protection for a building, the sprinkler protection extends to every portion of 
that building, i.e., THROUGHOUT.  There are no areas such as electrical rooms 
or coolers or high bay areas, etc. that are exempt just because someone doesn't 
think the sprinklers will be beneficial or may pose a problem.  

That paragraph does not apply to buildings which are not required to be 
sprinklered in the first place.  
You design and install the partial system based on the NFPA 13 requirements for 
that particular area.
