When a standrad is adopted as part of a code it is enforceable. For
instance, the building code in washington is Chapter 19.27 of the Revised
Code of Washington (RCW) and includes IBC, IRC, UPC, UMC, NEC, etc. and many
other documents (NFPA XX, ASME XX, ANSI XX,  to name a few) by adoption,
plus amendments. All are code and enforceable including adopted standards
(13, 13R & 13D among them). Unadopted documents of any type are
non-enforceable and informational only.
