We've had to put in some systems where the under obstruction sprinklers far outnumber the ceiling level sprinklers (slotted cabletrays, piperacks, round ducts....). I'd say in order to apply the equivalency you'd have to provide all extra requirements that FM specify (and there are quite a lot), to justify eliminating from the calc.
