Is this related to a NFPA 25 inspection?  I believe we researched this and 
found that we had to flow them all due to the overlapping requirement to 
operate all the valves which kicks in the requirement to run a main drain test 
on them to ensure they were properly re-opened during the anual test.  In NFPA 
25 2011 it's covered in 13.3.3

When you have a building with multiple floor control valves I have the
following question:

If the intent of the main drain test is to test the supply, can you
accomplish that by flowing the largest or the furtherest from the riser
instead of flowing each one individually?
