I'd say no. There is only about 3" clear between the bottom and top of the 
framing. See figure 8.6.4.1.5.1 ('13).

This one has me stumped for some reason. Do I need heads in this combustible 
concealed floor/ceiling space?
 
Floor on top is plywood attached to 11 1/2" deep open web wood floor joists 
that are completely filled with insulation, then a 3" air gap, then 2x6 ceiling 
joists with drywall ceiling attached to the bottom. So it is 1'-8" from the 
bottom of the plywood to the top of the drywall, with the top 11 1/2' full of 
insulation.
