Co-worker is looking at a contractor's riser detail. Systems are straight
water deluge, protec-o-wire (electric activation).

There is a BF control valve at the header AND one on top of the deluge
valve.

Exhibit 7.8, page 210 of NFPA 13 2013 handbook shows something similar.  

Does anyone know the reason for two control valves?
