Partial Trip Test? I have installed these on pre-action and deluge before. Very useful when testing the activation pre-comissioning.

There is a BF control valve at the header AND one on top of the deluge valve. Exhibit 7.8, page 210 of NFPA 13 2013 handbook shows something similar.
