It's usually sheet metal bent into a u shape a inch or so wider than pipe. Hung 
separately but touching bottom of pipe.
No obstruction
Unless I am misunderstanding

is considered an obstruction, if it is just under the piping, it does not allow

I still sleeve pipe because I disagree with the shield allowance. To me it is 
an obstruction
For your case, I would defer that to electrical folks as we do not know their 
requirements per se.
