The annex never over-rides the main body. Without looking, I believe that annex D references the Life Safety Code. If that is a governing code of your project, then you could argue to take exceptions in the LSC. However, if you are just in I-Code land, then you will follow 13. That is my understanding.

Is it still considered a closet if it does not have a door? There is just a removable panel to access the HVAC unit. There would be no access to the sprinkler at the top of the space. NFPA 13 also requires sprinklers in all closets except hotels & motels. Does Annex D 1.1.6.1 overide this requirement for clothes closets in apartment buildings?
