Call it a closet or a mechanical space but if your mandate is to provide 
sprinklers throughout, then that space isn't exempt from being sprinklered.  
Maybe consider a sidewall from an adjacent accessible space or extend the 
height of the access panel?

If NFPA 13 doesn't' list apartment closets with the hotel/motel exception, it 
doesn't apply.  The hotel/motel closet area is also limited to 24 sq. ft.  Most 
apartment closets are larger than that.

D.1.1.6.1 only exempts sprinklers in closets under 12 sq. ft. but still 
requires sprinklers for closets containing equipment regardless of size.  But 
you need to read the Introduction to Appendix D as this Appendix is for 
information and is not part of the NFPA 13 Standard requirements.  So, unless 
NFPA 101 is an adopted standard in the Jurisdiction where your project is 
located or has been otherwise required, Appendix D is not applicable.  The 
Architect of Record should have established the applicable codes to be applied 
to the project.  Check there to determine what is and isn't applicable.

still considered a closet if it does not have a door? There is just a removable 
panel to access the HVAC unit. There would be no access to the sprinkler at the 
top of the space. NFPA 13 also requires sprinklers in all closets except hotels 
& motels. Does Annex D 1.1.6.1 overide this requirement for clothes closets in 
apartment buildings?
