Steve: See my post about cutting a small groove from the head to the port  
inside the cylinder which allows the condensate some place to go. I think you  
have run into what I have found where condensate trapped between the head and  
piston locks up the engine. Runs fine on air, but locks up with steam. 
Starting  out the cylinders are cold and you will have condensation in the cold 
cylinders.
