They don't go after people who ask - they go after people who provide it. 
One good example is the mac512 group. They used to have System Softwares 
from .85 on up to 6.0.8 and maybe the two free 7's too, and they got a 
nastygram from Apple to remove it. There are plenty of examples of people 
who have gotten letters about hosting the service manuals too, even for old 
machines.
