Dear Deborah,
What about trying a chip of solid sanding stone - its called carborundum
over here. It is a grey, grainy block (comes in different grades and
shapes/sizes). Alternatively you can use ordinary oilstones. Just chip a bit
off with your chisel and use it to sand the appropriate part. As you use it
it wears down to fit the place you are sanding.
It can be a bit hard on the fingers - latex gloves recommended - but may
enable you to sneak into places otherwise unreachable.
Good Luck,
Sky
