Ok, I figured out what is going on with the keymaps and found a workable
solution.
The console tools package uses a program called /bin/loadkeys and loads the
keymap in /etc/console-tools/ called default.kmap. However, this same tool
will also load the keymaps that are in .gz format. Therefore to solve the
problem, copy the following files to /etc/console-tools/:
/usr/share/keymaps/i386/qwerty/us.kmap.gz
/usr/share/keymaps/i386/include/qwerty-layout.inc.gz
/usr/share/keymaps/i386/include/linux-keys-bare.inc.gz
/usr/share/keymaps/i386/include/linux-with-alt-and-altgr.inc.gz
Rename us.kmap.gz to default.kmap.gz and remove the old default.kmap file
(or rename it to something else).
Reboot and all is well.
Alternatively, you could modify the /etc/init.d/keymaps-lct.sh script to
point to a different directory and it should still work, but you have to
still remove the old default.kmap file.
Anyway, enjoy. It works for me.
