That does seem to be extraordinarily burdensome. 

A few questions:

1) Is this how it really works on the ground? What accommodations do the
parties make for people who are blind, in wheelchairs, or need language
interpreters of any kind (Deaf, Spanish, Hmong, Somali, etc.)? How much
information is sent out via proactive outreach vs. reactive response?

2) Does the centralized info Ellen found address any other kind of
language interpretation?

3) Would various party leaders like to weigh in on this one (and perhaps
aggressively move into the 21st century in advance of sharp criticism)?
