Anne Carroll,

You have raised some good questions. Here is my answers.

Please read the previous email I've send earlier about the " Law say so ".

Now, here is my answer.

You asked " What about foregin language interpreter?"

Those who came from other country, regardless of what lanauge they speak, usually travel with their families. Often, you would find at least one member of their family does speak English. They can often tell family members what it is being said on tv or elsewhere. They those with spoken language have language to being withas a child. If they came alone, they are often referred to community service catered according to their culture and language, where some staffs can speak English. It s not often that you can find those that became American citizens ( maybe Im wrong here) that does not speak at least some English. In this case, they are not consider DISABLED person.

Deaf person often come from family that does not communicate in ASL ( at least 90 percents) or even that does use ASL alot of time came from small town that does not have any services for the Deaf. Often, Deaf adults get angry ( I do...sometime. Usually when there is call for a formal family occasion as furneral, birth, dying, family crisiis and so forth... they are often left out) for not being able to fully particpate in family occasion and so...they just , harsh as it may seem, just abdoned ther family. Second reason, they are often force to serach for a better Deaf services and a Deaf community. Not to do this tend to be in danger of being psychological deprived.

Deaf are often brough up without language.( Yes, it did happened to me). They don't learn language till they are about seven or eight. Sometime not until they were their early teen. No, I'm not kidding. I didn't learn English till I was about nine. So... it is almost unfair to demand Deaf to know English really, really well when they CANNOT hear English. It s a lifelong sturggle for many of us.

My mom thought oralism was the best way to go. I do feel it's not right. I feel very disappointed. But on tthe other hand, she did her best to bring out the love of reading in me. She never gave up.She took me to library every week since I was toddler and never gave up trying to teach me to read. I finally did, thanks to her. Im proud of her work on my reading skill and writing skill. My skill in English as you can see here, are far above average in Deaf community. I just feel that if I were to be brought up in ASL along with oralism., then who knows? I could have publish a few books.

Sadly, in the end, only ONE PERCENT of Deaf population have gone to college.

So... do tell me. I'd love to hear what you guys have to say. We can always learn from each other.

That does seem to be extraordinarily burdensome.

A few questions:

1) Is this how it really works on the ground? What accommodations do the
parties make for people who are blind, in wheelchairs, or need language
interpreters of any kind (Deaf, Spanish, Hmong, Somali, etc.)? How much
information is sent out via proactive outreach vs. reactive response?

2) Does the centralized info Ellen found address any other kind of
language interpretation?

3) Would various party leaders like to weigh in on this one (and perhaps
aggressively move into the 21st century in advance of sharp criticism)?
