What's interesting is that bars and restaurants are one of the most
regulated businesses.  Codes tell them how hot and cold their food must be,
how many sinks in the kitchen, what type of floor tile to use, when to send
sick employees home, etc.  While they occasionally complain about how they
are inspected, they abide by the code.  This type of regulation benefits
them because it keeps them out of trouble and helps to keep them from bad
publicity, ie. Hoggsbreath.

well done dave!! - I saw today that the saint paul chamber of commerce 
opposed the ban (big surprise). this is what I would like to know - how 
did the chamber come to this decision - did it poll its members and if 
so can we see those numbers. i strongly suspect that a very few, not 
necessarily representative people, made the decision based more on the 
notion that any regulation of any kind on bidness is bad for bidness,
