That's a political problem let over from the anti-35E lawsuit. That's also why there is no southbound connection to 35E from 94 and we have all that commuter traffic pouring through downtown. Compromise is greatly overrated. On the other hand, I think a lot (most?) of the truck traffic on W 7th is local and moving it to Shepard road or 35E just isn't realistic. One direction because of the geography and the other because you would run it through truly residential neighborhoods to the limited number of 35E ramps.
