The design of 35E, from West 7th to Kellogg Boulevard
was the result of a Federal Court Lawsuit by a group
called R.I.P. 35E. According to this settlement, speed
is limited to 45 M.P.H. and large trucks are banned.

When Rep. Tim Wilkin recently proposed raising the
speed limit to 55, the old settlement was dusted off
and distributed around Saint Paul City Hall. Contrary
to what Wilkin and his kind think, this settlement
cannot just be set aside by an state statute or
ordinance. 

Any attempt to raise the speed limit or introduce
large trucks on this portion of 35E would be met
forcefully with legal action, in Federal Court, to
enforce the original agreement.
