I believe Kathy Lantry raised an interesting point when she asked why isn't whatever local funding is required coming from the MAC. The airport is owned and operated by them after all. I also noticed from one of the zoning board meetings on this that it is the MAC that has the responsibility for providing an environmental worksheet for the project (I take it the worksheet is preliminary to a fullblown assessment and may conclude that no assessment is needed). whether such a worksheet has been completed and whether it's available I don't know.
The project would however require zoning board approval as it requires moving the boundaries of the "floodway" further into the river. The floodway, as opposed to the floodplain, is the area required to allow flood waters to flow downstream. The project would also require filling some wetlands. I have no position on whether the dike is a good idea though I am skeptical of whether the benefits are worth the cost in terms of money and environmental effects. I'd just like to see a knowledgeable analysis of the issue before the city goes ahead.
