"Do you have questions about how the Saint Paul Public Schools are funded?"
I have a very simple request. Does anyone know where I can go to see a chart of accounts and a real line-item budget for the St. Paul Public Schools? I didn't think so. I once asked the Pioneer Press reporter who covers education if he could get even a pie chart of expense categories and expenses and he said he couldn't.
Until I see a detailed line-item school district budget, identifying all their sources of income and all their categories of expenses (both capital and operating), I can only assume that none exists. And if none exists, or if they refuse to publish it, there's no reason to believe any of their claims about their budget shortfalls. People are getting leery of the constant refrain for more money. If the school system could point to the actual figures, it seems to me that it would make their argument easier with a public that's getting more and more skeptical.

The Citizen's Budget & Finance Advisory Committee (CBFAC) is creating a "Citizen's Guide to School Finance", and they want input from community members on the common questions they have regarding school finance. The survey results will be incorporated into the "Citizen's Guide to School Finance" that will be published by June 2005.
