I'm wondering if anyone can point me to any public (or private) body the size of the St. Paul School District that does as suggested above - in the kind of detail suggested.
Before I'm willing to suggest that the School District be held to such a high standard, I'd like to see examples of where else this is being done.
Anyone?
An example? Public Works: I had some one else describe it for me briefly.
Governments have a tendency to start building from the bottom-up, meaning listing and then totaling all the spending they think they need by line item, and then levying the total amount less other revenue.
PW has a very detailed budget process where they do identify all income sources (sometimes similar items get grouped), and all expenditures or expenses by line item. What they publish is often a highly summarized document, but this is of course all public information, so with minor inconvenience most any citizen has the right to get plunked down in a conference room somewhere to review as much detail as the law will allow (No social security numbers or personal employment data).
