If you want to, you can set the emissions of your stopped buses to 0 by setting parking="true" (on top of using an extra lane). The emissions behavior while decelerating will be made configurable. If you want to speed this up, either send a pull-request on github or voice your enthusiasm for this issue at https://github.com/eclipse/sumo/issues/10441
