HI Bob,
Yeah, I am using SRSS 3.1 and windows connector CAM script.
I have 3 SRSS servers running, and LB is turned on. No matter what I do,
idle or active session refuses to attach to the lowest load server.
Currently, svr1 & svr3 are loaded while svr2 has no sessions. I have tired
many cold-restart from the web admin to force the LB issue but the
system will never load the 3 server equally. It will always leave 1 server
empty.
During the utadm setup, the script asks if I wanted to specify an
authentication server list. Should I add all 3 servers? Or just leave it as
default?

I presume you are using the CAM mode from SRSS 3.1 or previous?
You shouldn't have any LB issues if you use Kiosk mode in SRSS 4.0
or if you use standard login sessions for any version of SRSS with the
NSCM policy enabled.
