Craig's right - this is your problem.
Does the file /var/opt/SUNWut/offline exist?
Do you know what might have created it?
"utadm -f" merely creates this file, and "utadm -n" removes it.
Its presence causes SRSS to not participate in load balancing,
which is what you're seeing.

I presume you are using the CAM mode from SRSS 3.1 or previous?
You shouldn't have any LB issues if you use Kiosk mode in SRSS 4.0
or if you use standard login sessions for any version of SRSS with the
NSCM policy enabled.
